
TASHKENT, Uzbekistan, October 2, 2025 — Allied Biofuels FE LLC Uzbekistan today announced the signing of key land and water agreements with the Khorezm Regional Government, marking a major development milestone for its planned green aviation fuel project in Tuproqqala District, Khorezm.
With an estimated investment of USD 5.9 billion, the project is set to establish Central Asia’s first fully integrated biorefinery for the production of zero-carbon aviation fuels. The planned facility is designed to produce approximately 382,000 tonnes per annum of Sustainable Aviation Fuel, 152,000 tonnes per annum of Electro-Synthetic Sustainable Aviation Fuel, and 11,000 tonnes per annum of renewable green diesel, supported by 2 gigawatts of Proton Exchange Membrane electrolyzers.
This milestone represents a significant step toward building a climate-aligned aviation fuel value chain in Uzbekistan and positioning the Khorezm region as a strategic center for sustainable energy, industrial innovation, and low-carbon economic growth.
The agreements were formalized during the International Investment Forum in Khiva, where Governor Jurabek Rakhimov of Khorezm Region met with the Allied Biofuels delegation led by Mr. Alfred Benedict, Chairman and Managing Director. We discussed advancing the next phase of the “Production of Environmentally Friendly Aviation Fuel” initiative, following the execution of the land and water agreements that secure the resources needed for project development.
Beyond its industrial significance, the project is expected to deliver substantial environmental and economic benefits. Once developed, the facility will help decarbonize aviation and transport by supplying large-scale zero-carbon fuel alternatives to both domestic and international markets. It is also expected to create hundreds of skilled jobs, stimulate regional investment, and strengthen Uzbekistan’s position as a rising hub for green energy and clean industrial development.

During the forum, Governor Jurabek Rakhimov expressed his appreciation to Allied Biofuels for selecting Khorezm as the location for this transformational investment. He emphasized that the project will reinforce the region’s role as a green energy center, generate substantial employment, and contribute meaningfully to the continued growth of the regional economy. He also confirmed his commitment to personally oversee matters related to land access and the provision of key infrastructure needed to support implementation.
Once operational, the facility will be a flagship example of environmentally sustainable industrial development in Central Asia. This project demonstrates Allied Biofuels’ commitment to clean fuels, regional development, and the development of the next generation of low-carbon energy infrastructure.
