URGENCH, Uzbekistan | 9 April 2026 — Allied Biofuels FE LLC has achieved a major milestone in the advancement of its flagship clean fuels project in Uzbekistan following the execution of a binding Project Implementation Agreement with the Khorezm Region Government of the Republic of Uzbekistan.
This agreement marks a pivotal step in the development of one of Central Asia’s most ambitious clean energy and sustainable industrial projects. It reflects a strong and formal commitment by both parties to advance a development of significant strategic, industrial, and environmental value for the region and for the global clean energy transition.
The Project Implementation Agreement is supported by a Presidential Decree of the Republic of Uzbekistan, granted in recognition of the project’s national significance. Through this decree, the project has been granted Special Economic Zone treatment, including tax exemptions and a comprehensive customs incentive framework under the laws of the Republic of Uzbekistan. This sovereign-level support establishes a strong foundation of long-term stability, policy backing, and investment certainty as the project moves through its next phases of development.
A Defining Step for Sustainable Industrial Development
The project is being developed as Central Asia’s first integrated biorefinery designed to produce Sustainable Aviation Fuel, electro-synthetic Sustainable Aviation Fuel, and Renewable Diesel at industrial scale.
At full capacity, the facility is projected to produce approximately:
- 160,400 tonnes per annum of Sustainable Aviation Fuel
- 257,000 tonnes per annum of electro-synthetic Sustainable Aviation Fuel
- 5,040 tonnes per annum of Renewable Diesel
With an estimated capital value of approximately US$6.08 billion to be invested over a five-year period, the project stands among the largest clean energy infrastructure commitments ever undertaken in the region.
Renewable Energy and Green Hydrogen at World Scale
The project has been conceived with leading technology providers and is expected to be powered by a large-scale integrated renewable energy platform. The energy system is planned to include:
- 4.45 gigawatts of renewable energy capacity
- 1,600 megawatt-hours of battery energy storage
- 2,400 megawatts of electrolysers for green hydrogen production
According to the announcement, Plug Power has been selected as the electrolyser technology provider of choice. This integrated energy architecture positions the facility among the most advanced zero-carbon production platforms in the world.
An Integrated Circular Industrial Model
The project has been designed to go beyond conventional fuel production. Its concept includes the capture and conversion of biogenic carbon dioxide into electro-synthetic Sustainable Aviation Fuel, while also utilizing approximately 5,775 tonnes per day of agricultural feedstock.
This integrated model reflects a closed-loop industrial approach aligned with the principles of sustainable production, carbon reduction, and responsible resource utilization. It demonstrates how industrial development and environmental performance can be advanced together at scale.

Formal Signing in Perth, Western Australia
The Project Implementation Agreement was formally executed in Perth, Western Australia, on 2 April 2026.

- His Excellency Rakhimov Jurabek Rakhimovich, Governor of the Khorezm Region of the Republic of Uzbekistan
- Mr. Alfred Benedict, Chairman and General Director of Allied Biofuels FE LLC
The Governor travelled to Perth with a high-level delegation of senior government officials, reflecting the significance attached by the Government of Uzbekistan to the partnership and to the country’s sustainable industrial transition.
Regional Impact and Long-Term Value Creation
In addition to its strategic and environmental significance, the project is expected to generate substantial social and economic value for the region.
During the construction phase alone, the development is expected to create approximately 2,000 direct and indirect employment positions. Beyond employment, the project is expected to support:
